VOLUNTEERS & BACKGROUND CHECKS
Who must have a background check
In the context of background checks for youth sports, "constant contact" (often referred to as "regular," "repetitive," or "direct" contact) generally defines any adult who has routine, recurring, or unsupervised interaction with minors, necessitating a thorough screening. This standard is used to determine which volunteers or employees must undergo background checks to ensure the safety of youth athletes.
What Constitutes "Constant/Regular" Contact
Repetitive Access:
Anyone with routine access to players or teams, including coaches, assistant coaches, and team managers.
Consistent Volunteering:
Individuals who consistently volunteer at practices, games, or events, such as team parents or trainers.
Unsupervised Time:
Any situation where an adult is alone with a minor, or in a position to be alone with them (e.g., in locker rooms, during transportation).
Time Thresholds:
Some organizations define "regular" as working directly with children for more than
16 hours per month or 32 hours annually
.
Frequent Interactions:
Coaches and staff who have close, frequent contact with youth athletes that spans multiple seasons.
Participating in California there are two (2) requirements
Little League Requirements
All managers, coaches, Board of Directors members, umpires, concession stand workers, Team Moms, scorekeepers, and other volunteers who have regular service to the league or repetitive access to children must complete the background check process.
If a volunteer is spending time in the dugout or helping out at practices, that individual must submit a volunteer application and go through the background check process.
It’s important to remember that volunteer appointments are for one year only and that every year, all individuals volunteering at the local level must go through the background check process again.

State of California Requirements AB506
Key Requirements of AB 506:
Mandatory Background Checks:
Fingerprint-based Live Scan background checks for all staff and regular volunteers to screen for child abuse history.
Mandated Reporter Training:
All personnel must complete training on how to recognize and report child abuse and neglect.
Child Abuse Prevention Policies:
Organizations must create and enforce written policies for preventing and responding to abuse.
Who Must Comply:
Key Requirements of AB 506:
One-Time Process:
You typically only need to get fingerprinted once for AB 506 purposes.
Continuous Updates:
The DOJ sends ongoing updates to your organization about any new disqualifying records.
Breaks in Service:
A significant gap (e.g., 5+ years) in volunteering might require you to get a new Live Scan.
New Organizations:
If you volunteer for a
different
youth organization, you'll likely need a new Live Scan for that specific organization to comply with their AB 506 requirements..
No More Annual Checks:
This replaces older, time-limited checks (like the 3-year requirement) for many youth-serving groups.
In Summary:
Your AB 506 Live Scan is valid as long as you maintain continuous service with a single organization or move between organizations without significant breaks, but you'll need a new one for each distinct organization you serve.
Custodian of Records
In California's AB 506 (youth protection law), the
Custodian of Records (COR)
is a designated person within a youth-serving organization responsible for managing confidential criminal history records from the Department of Justice (DOJ) and acting as the main contact with the DOJ for Live Scan background checks, ensuring compliance with strict storage and security rules. Every organization needs at least one COR who must undergo their own background check and be confirmed by the DOJ to handle these sensitive records securely.
